The Challenge

Where the organization started

A national customs authority faced rising fraud exposure across high-volume trade flows. Manual rule-based systems could not keep up with evolving patterns, leaving revenue leakage and slow interception of suspicious declarations.

CSP's Approach

How we delivered

  • 1Designed an enterprise AI fraud detection platform combining supervised, unsupervised, and behavioral models.
  • 2Built real-time anomaly detection pipelines integrated with customs declaration systems.
  • 3Implemented end-to-end MLOps with automated retraining, drift monitoring, and model governance.
  • 4Deployed risk scoring APIs for real-time inspector decision support and prioritization.
  • 5Established secure, sovereign deployment architecture aligned with government compliance.
The Full Story

Inside the engagement

Customs operations sit at the intersection of trade velocity and revenue integrity. The authority needed to keep cargo moving at port speed while exposing the small fraction of declarations that hide misclassification, undervaluation, or organised fraud. Legacy rule engines were brittle: each new evasion pattern required months of analyst work, and adversaries rotated faster than the rules could be rewritten.

CSP rebuilt the detection layer as a learning system. We unified declaration data, HS-code histories, importer behaviour, payment trails and inspection outcomes into a governed feature store, then trained an ensemble of supervised classifiers, unsupervised anomaly detectors, and graph-based network models on top. Each declaration is now scored within milliseconds against dozens of risk signals, with explanations that an inspector can defend in writing.

Because the system runs inside the customs perimeter on a sovereign Kubernetes footprint, no declaration data ever leaves the authority's control. An MLOps pipeline retrains models on fresh labelled outcomes, watches for drift, and gates every model promotion behind reviewer sign-off. Inspectors received a redesigned worklist that prioritises high-risk, high-value declarations and captures their decisions back into the training loop , so the platform sharpens itself the more it is used.

Within the first operating year the authority intercepted previously invisible patterns, compressed detection latency by more than two thirds, and freed inspectors to focus on the cases that actually move revenue. Just as importantly, every flagged decision is now reproducible, auditable and explainable , which is what makes the platform deployable in a government context, not just a technical demo.

Discovery began with a deep assessment of the authority's declaration data, historical seizure records and existing rule sets. CSP's data scientists worked alongside customs inspectors to understand how fraud actually happens in practice, from undervaluation and misclassification of goods to false origin claims and split shipments designed to stay below inspection thresholds.

The modelling approach combined several layers. Supervised models learned from confirmed fraud cases, unsupervised models flagged unusual declarations that did not match any known pattern, and behavioural models tracked how importers, brokers and shipping routes behaved over time. Each declaration received a single explainable risk score, with the top contributing factors shown to the inspector so decisions could be justified and audited.

Because fraud patterns change constantly, CSP built a full MLOps lifecycle around the models. Data and model drift are monitored continuously, new labelled outcomes from inspections flow back into training, and retrained models pass automated validation and governance checks before they are promoted to production. This keeps detection accuracy high without manual rebuilding.

The platform runs within the authority's sovereign infrastructure and integrates directly with existing declaration and inspection systems. Inspectors now focus their time on the shipments most likely to be fraudulent, low-risk trade moves faster through clearance, and leadership has a live view of risk trends across ports, commodities and trading partners.
