The Challenge

Where the organization started

Government legal teams needed to analyze thousands of Arabic legislations across entities, detect conflicts, and surface relevant precedents — a slow manual process spread across siloed sources.

CSP's Approach

How we delivered

  • 1Built a multi-agent AI platform with specialized agents for retrieval, conflict detection, summarization, and citation.
  • 2Engineered Arabic-language semantic search using fine-tuned embeddings and domain RAG pipelines.
  • 3Integrated a legal knowledge graph linking laws, articles, amendments, and cross-references.
  • 4Implemented enterprise AI governance, audit trails, and role-based access for sensitive legal workflows.
The Full Story

Inside the engagement

Legislative teams across UAE government entities are responsible for thousands of Arabic-language laws, decrees, ministerial decisions and circulars , a corpus that overlaps, amends and occasionally contradicts itself across decades of issuance. Analysing whether a new draft conflicts with existing legislation, or whether an internal policy still aligns with current law, was a manual exercise spread across siloed archives and the personal expertise of senior advisors.

CSP delivered an agentic platform purpose-built for Arabic legal reasoning. Specialised AI agents handle retrieval, cross-reference resolution, conflict detection, summarisation and citation. Underneath them sits an Arabic-tuned RAG layer , domain embeddings, sentence-level chunking that respects Arabic syntax and legal structure, and a knowledge graph that links every law to its articles, amendments, repeals and downstream references.

When an analyst submits a question or a draft clause, the orchestration layer dispatches the right combination of agents, returns ranked passages with article-level citations, and surfaces detected conflicts as structured findings rather than free text. Every answer is fully traceable: the analyst can open the source articles, review the agents' reasoning steps, and accept, amend or reject each recommendation. Role-based access, audit trails and on-premise deployment satisfy the sensitivity of legal workflows in a government setting.

The platform compressed legislative analysis from days to minutes, dramatically widened the conflict-detection net, and gave legal advisors a single defensible source of truth across entities , without ever sending Arabic legal content to an external model.

The starting point was a corpus of thousands of federal and local legislations, decrees, executive regulations and circulars, many of them scanned documents spanning decades. CSP built an Arabic document pipeline that digitises, cleans and structures each text into chapters, articles and clauses while preserving official numbering and references.

Formal legal Arabic posed the core challenge. Generic models misread terminology, confused similar legal concepts and struggled with long, complex sentences. CSP tuned Arabic language models on legislative text and paired them with retrieval grounded strictly in the official sources, so every answer is traceable to a specific article.

On top of this foundation, a legal knowledge graph links every legislation to the laws it amends, repeals, implements or references. AI agents use this graph to answer questions, trace the history of a provision and compare related texts. A dedicated conflict detection agent scans the corpus for provisions that contradict or duplicate each other and presents them side by side for legal review.

Legal departments and auditors who once spent weeks researching a single topic can now get a complete, cited view of every relevant provision in minutes. Conflicts are surfaced before new legislation is drafted, legal opinions are better evidenced, and interpretation is more consistent across departments, supporting the UAE's ambition for AI-enabled government.
